    PERSONAL
  • Grew up on a farm near Terrell, Texas
  • Moved to Mesquite in 1967 (42 years ago)
  • Bought my first home and raised my family in Mesquite
  • Two children (Brad and Brian) born and raised in Mesquite and educated in the Mesquite Independent School District (MISD)
  • Brad, a Mesquite resident, has a daughter (Laurynn) age 11
  • Attend First Baptist Church in Sunnyvale
  • I live in Mesquite, work in Mesquite, dine and shop in Mesquite





  • EDUCATION
  • Graduated with a Bachelor of Science in Education from North Texas State University (now University of North Texas), 1965
  • Graduated with a Master’s Degree in Education from NTSU, 1969
  • Started teaching school at Range Elementary in Mesquite





  • CAREER
  • Began a career in residential real estate in Mesquite and surrounding areas, focusing on helping people sell their homes and helping people to find homes to meet their needs
  • My company is Carole Lochhead Realtors located at 124 Gross Road #F
  • Active member of Mesquite Chamber of Commerce for 31 years





  • SERVICE TO THE COMMUNITY (Since the early 1980’s)
  • Planning and Zoning Commission, a 7-member board appointed by the City Council (1984-1987)
  • Parks and Recreation Advisory Board, a 7-member board appointed by the City Council (1987-1989); During my tenure, this Board recommended the start of “Christmas in the Park” and I served as hostess of the first event at Westlake House.
  • Mesquite City Council, elected by the citizens of Mesquite (1989-2003)
  • Cable Television Advisory Board, appointed by the City Council (1989-2001)

  • Youth Services Advisory Committee (now Mesquite Youth Services, Inc.) appointed by the City Council (1990-2004) to this 14-member committee established jointly by the City and MISD. This committee recommended many new programs for youth-at-risk, including but not limited to:
    • Slama Bama Jama
    • L.E.T.S. Program (Law Enforcement Teaching Students)
    • S.R.O. Program (School Resource Officers)

  • Health Facilities Development Corporation, a 7-member board appointed by the City Council (1989-2003)
  • Industrial Development Corporation, a 3-member board appointed by the City Council (1994-2003)
  • Rodeo City Tax Increment Finance Reinvestment Zone No. One (TIF) Board of Directors, a 7-member board appointed by the City Council (2001-2003)

  • While I was serving on the City Council (1989-2003), many new facilities and programs for economic development were introduced to our city:
    • New Jobs
    • Mesquite Arts Center
    • Convention Center and Exhibition Hall (in conjunction with Mesquite Rodeo and hotel facilities)
    • Texas A&M Engineering Extension Service (TEEX) North Texas Regional Training Center
    • Tree City USA Designation (involved planting of over 10,000 trees in city parks, medians and rights-of-way)
    • New Hotels (Marriott, Fairfield, Hampton and Holiday Inn)
    • Restaurants
    • Sports Complexes
    • New Retail and Shopping Centers
    • Towne Centre Bridge
    • Residential Zoning with larger lots
    • City Lake Aquatic Center

My prior service on the City Council was a great pleasure, and I feel I have more to contribute, especially in the economic development field. Mesquite needs to prosper and grow with integrity and quality, while at the same time, increasing our tax base to meet the needs of our community.
